The European Territorial Cooperation Programme

The European Territorial Cooperation Programme "Greece-Bulgaria 2007-2013" was approved by the European Commission on 28/03/2008 by Decision C(2008)1129/28-03-2008. The main strategic aim of the Programme is "the promotion of the cross-border areas through the security of the Regional Cohesion and the Enhancement of the Competitiveness".

The European Territorial Cooperation Programme "Greece-Bulgaria 2007-2013" is aiming at stronger and more sustainable economic and social development of the border between Greece and Bulgaria. The overall strategic objective of the Programme consolidates the objectives and priorities of the Lisbon Agenda, the Gothenburg agenda and national policies for the welfare and future of the cross-border region and its residents.

The general objective is "to promote the cross-border area by ensuring regional cohesion and enhancing competitiveness".

The overall goal of the Programme will be reached via the following two strategic objectives:

  • Strategic Objective 1: Strengthening the Attractiveness of the Area by Upgrading the Quality of Life & Improving Accessibility Structures
  • Strategic Objective 2: Enhancing Competitiveness by promoting entrepreneurship, establishing networks of cooperation and investing in human resources

Eligible areas

The eligible area of the Programme is comprised of:

In Greece: he Region of Eastern Macedonia - Thrace - Regional Units of Evros, Kavala, Xanthi, Rodopi and Drama, and the Region of Central Macedonia, - Regional Units of Thessaloniki and Serres.

In Bulgaria: the Southwest Planning Region and South Central Planning Region, which encompassed the districts of Blagoevgrad, Smolyan, Kardzhali and Haskovo.

Cross-border cooperation program is covering an area of 40.202 sq.km and 2.812.236 inhabitants.

Overall budget of the Program

The overall budget (funding from ERDF and national contribution) for the European Territorial Programme "Greece-Bulgaria 2007-2013" is € 132.318.963,00. The total financing consists of € 112.471.118,00 (85%) ERDF funding and € 19.847.845,00 (15%) national contribution.

Priority Axis

The European Territorial Cooperation Programme "Greece-Bulgaria 2007-2013" is comprised of three Priority Axis and Technical Assistance. Each of the priority axis is further divided into the following:

1.2: Protection, Management & Promotion of the Cultural Resources
1.3: Cooperation and Networking in Health and Social Welfare Issues Public or public equivalent Organizations
2: Accessibility 2.1: Development of the road & railway network
2.2: Improvement of Cross Border Facilities
3: Competitiveness & Human Resources 3.1: Support and Valorisation of Human Resources - Support of Preparatory Actions in view of the Open Labour Market Public Organizations and Public Equivalent Organizations, Business Unions / Organizations, Academic, Educational and Research Institutes.
3.2: Encouragement of Entrepreneurship & Actions that Cope with the Restructuring of the Economy
3.3: Promotion of Cooperation between research, technological and academic institutions and business organizations
4: Technical Assistance 4.1: Core Programme Management Activities Technical Assistance will refer only to the Management and Administration of the Programme and will, thus, include funds solely targeted to the smooth implementation, monitoring and evaluation of the Programme. Thus, the funds reserved for this Priority Axis will be used for internal purposes. Target Groups will then be the staff of the Management Structures of the Programme and, ultimately, all beneficiaries identified under the three Priority Axes of the Programme.
